Lead in School Drinking Water: Fountains, Fixtures, and First-Draw

Why school buildings are uniquely vulnerable to lead — and what proper testing actually looks like.

Why schools are uniquely vulnerable

Lead in school water isn't usually a problem with the source water — it's a problem with the building. Two features of schools make them more vulnerable than the average home: their plumbing is often old, and it sits unused for long stretches.

Many school buildings date to an era when leaded solder and leaded-brass fixtures were standard. Layer on top of that the unique school calendar, and you get water that can pick up significant lead before a child ever takes a sip.

The stagnation problem

Lead leaches into water as a function of contact time. The longer water sits against a leaded fixture, fitting, or solder joint, the more lead dissolves into it.

A home's plumbing gets used throughout the day. A school's does not. Fountains and classroom taps sit motionless every night, every weekend, and for weeks at a stretch during breaks and summer. The first water pulled after one of those gaps carries the highest lead load of the entire week.

This is exactly why timing of the sample matters so much. A sample taken at noon after a fountain has run all morning can read clean, while the first-draw sample from the same fountain at 7 a.m. reads many times higher.

Where the lead comes from

Drinking fountains and 'bubblers': Many contain leaded-brass internal components. Some older models had lead-lined cooling tanks — these were targeted by the 1988 Lead Contamination Control Act, but units can still be found in service.

Fixtures and fittings: Faucets, valves, and fittings installed before 2014 could legally contain up to 8% lead, even when labeled 'lead-free.'

Solder: Lead solder on copper pipe was legal until 1986. Buildings older than that almost certainly have it somewhere.

Service lines: Like homes, some schools are still fed by a lead service line from the street.

The action levels — and why they vary

There's no single number everyone uses, which is part of the confusion.

The EPA's action level for public water systems is 15 ppb — but that's a system-wide compliance trigger, not a health-based safe level, and it was never designed for individual school fountains.

The American Academy of Pediatrics recommends schools keep lead below 1 ppb at any outlet used for drinking or food preparation.

State school-testing laws land in between, commonly setting action levels of 5 to 15 ppb. The strongest districts voluntarily adopt the AAP's 1 ppb target.

The health-based goal, as with all lead, is zero. There is no level of lead exposure considered safe for children.

What proper testing looks like

Done right, school lead testing follows the EPA's 3Ts approach: test every outlet used for drinking or cooking — not a representative sample of a few — using first-draw samples collected after at least 8 hours (but not more than 18) of no use.

Each outlet gets its own result. This matters because lead is intensely local: one fountain can be fine while the one across the hall is ten times over. Averaging outlets together, or testing only a handful, hides the problem outlets that actually need fixing.

Remediation: from quick fixes to real fixes

Flushing: Running each outlet before the school day reduces lead temporarily. It's a stopgap, not a solution, and it depends on staff doing it every single morning.

Filters: Point-of-use filters certified to NSF/ANSI 53 for lead can be installed on fountains and taps. Effective, but they must be maintained and replaced on schedule.

Fixture replacement: Swapping out leaded fountains and fixtures for certified lead-free models addresses the source.

Service line replacement: For schools fed by a lead service line, full replacement is the permanent fix — and federal programs increasingly help fund it.

What parents and administrators can do

Parents: ask whether every drinking outlet has been tested with first-draw samples, and what was done about any that failed. Push for the lowest practical action level.

Administrators: the EPA's 3Ts toolkit is free and walks a district through the whole process. Testing every outlet once, publishing the results, and filtering or replacing the failures is achievable — and it's the kind of documented, good-faith action that protects both students and the district.
