Is Your Child's School Water Safe? What Every Parent Can Ask
Most schools aren't required to test the water coming out of their own fountains. Here's how to find out what's really there.
Why school water is its own question
Your child drinks more water at school than almost anywhere else outside the home — from fountains, classroom taps, and the cafeteria. And yet the water at those specific outlets is one of the least-tested things in the building.
Here's the gap most parents don't know about: if a school is connected to a public water utility, that utility tests the water at its treatment plant and in the distribution system — but not at the school's own fountains. The plumbing inside the school, the age of the fixtures, and how long water sits in the pipes overnight and over the summer are all the school's responsibility, and testing them is largely voluntary.
What schools are (and aren't) required to test
Schools on a public water supply are generally not required by federal law to test their own taps for lead. They're treated as customers of the utility, the same as your house.
Schools that operate their own well are different — they're regulated as public water systems under the Safe Drinking Water Act and must test on a schedule.
The EPA runs a voluntary program called 3Ts (Training, Testing, and Taking Action) that walks schools through testing every drinking outlet. It's guidance, not a mandate. Federal grant money under the WIIN Act has helped some districts test, but participation is uneven.
The real patchwork is at the state level. A growing number of states — including New York, New Jersey, California, Illinois, and others — have passed their own laws requiring schools to test for lead, with action levels that vary from 5 to 15 parts per billion. Whether your child's school has tested often comes down to which state you live in.
The drinking fountain problem
School schedules create a specific lead risk that homes don't have. Lead leaches into water the longer it sits still against leaded fixtures and solder. Schools sit empty every night, every weekend, over winter and spring breaks, and all summer long.
That means the very first water drawn from a fountain on a Monday morning — or worse, the first week back in September — can carry far more lead than a sample taken midday after the fountain has been used repeatedly. Proper school testing captures this with a 'first-draw' sample taken before the building has been flushed.
Older drinking fountains are a particular concern. Some models manufactured before the late 1980s had lead-lined tanks; many fountains and 'bubblers' still in service have leaded-brass components even if the tank is fine.
Questions to ask your school or district
You have every right to ask, and a good district will have answers ready. Start with these:
Has the school tested its drinking water for lead — and if so, when, and at which outlets?
Were the samples 'first-draw' (taken before flushing) or taken after the water had been running?
What were the results, in parts per billion, outlet by outlet?
What action level does the district use — and what did they do about any outlet that exceeded it?
Are any fountains currently shut off or filtered, and why?
What a good answer looks like
A district that's on top of this will be able to show you outlet-by-outlet results, tell you they used first-draw sampling, name a clear action level (the strongest districts use 1 to 5 ppb rather than the older 15 ppb), and describe what they did about any fountain that failed — whether that's a filter, a fixture replacement, or taking it out of service.
A vague answer — 'the city tests our water' or 'we've never had a problem' — usually means the building's own outlets have never actually been tested.
If you're not satisfied
Testing is something a school can do, and parents have successfully organized to make it happen. You can bring it to the PTA or school board, point administrators to the EPA's free 3Ts toolkit, and ask whether the district has applied for available state or federal testing grants.
If you want certainty for your own child in the meantime, an independent lab test of a first-draw sample from the fountain they use most is inexpensive and definitive — and the result is hard for a district to ignore.

1) Have our drinking outlets been tested for lead? 2) When, and which outlets? 3) First-draw or flushed samples? 4) Results in ppb, by outlet? 5) What action level do you use, and what did you do about any outlet that exceeded it?
